WASHINGTON -- In his first public communication in more than a year, Osama bin Laden said in an audiotape released Thursday that al-Qaida is preparing to rise new attacks on the United States, still he offered a truce to extreme point the wars in Iraq and Afghanistan.

Bin Laden, in a double-edged message addressed to Americans, cited public discontent in the United States with the war in Iraq and bragged that "our situation, thank worshipped image is getting better and better, while your situation is the opposite of that."

"We don't mind offering you a long-term intermission on fair conditions that we adhere to," bin Laden said in succession the tape, first broadcast onward the Arabic Al-Jazeera satellite TV network. "Both sides can have the advantage [i]or[/i] blessing of security and stability under this cessation so we can build Iraq and Afghanistan, which have been quenched in this war. ...
